FOLLOWING ARTICLE GIVES BACKGROUND ON A CHIEF SUSPECT IN THE SLAYING OF WPC FLETCHER. ALTHOUGH ARTICLE CITES HE WAS INDEED ARRESTED, HE WAS MAJOR SPOKESMAN, AND POSSIBLY ORGANIZER, OF REVOLUTIONARY STUDENT COUNCIL THAT RAN THE EMBASSY FOR GADDAFI IN 1984:

LONDON--Last February, a four-member 'revolutionary student' committee took over the Libyan Embassy here with Khadafy's blessing.
Dr. Omar Sodani, who emerged as the group's chief spokesman, announced the takeover at a news conference wityh repeated warnings that Britain would pay for harboring Libyan dissidents.
'Britain's intransigence will be met with a stronger and more forceful stand and Britain alone will bear the responsibility for any consequences.' said Sodani.
But Sodani, who was arrested outside the embassy while arguing with police before Tuesday's demonstration and held for 24 hours, denied there have been any threats against Libyan students.
'All we said is that students should demonstrate in support of the revolution,' Sodani told the Associated Press. 'What you call the opposition and I call dogs--everything they've been saying is full of lies.'"
