AT LEAST ONE NEWS SOURCE IS QUOTED AS SAYING THAT LIBYAN STRONGMAN GADAFFI MAY HAVE GIVEN THE GO-AHEAD FOR A SHOWDOWN WITH PROTESTERS OUTSIDE THE EMBASSY, FROM THIS ARTICLE DATED APRIL 20, 1984 IN THE STAR-NEWS:

"LONDON (AP)--British officials were asked about a report on ABC-TV that U.S. intelligence had intercepted and passed on to London a radio message from Tripoli ordering the Libyan Embassy to use force against Tuesday's demonstrators.
'We had no specific information to lead us to believe that an incident of this kind would occur,' the Foreign Office said in a statement."

ANOTHER SOURCE, THE PIITSBURGH POST-GAZETTE, ON APRIL 19, 1984, REPORTS:

"ABC news in New York reported last night that U.S. intelligence sources had told it that shortly before the protest, an American spy satellite had intercepted a radio message from the Libyan government telling the embassy in London to use force in responding to demonstrators.

'The U.S. government warned British authorities, but by the time British authorities could respond, shots had been fired," said the network."
